HMO Building Compliance

Rapid Investigation. Clear Reporting. Practical Remedial Action.

Housing hazards cannot be left unresolved.

Awaab’s Law places defined responsibilities on social housing landlords to investigate potential hazards, communicate findings and take action within prescribed timescales.

For housing providers, local authorities and property managers, this means having processes and contractors capable of responding quickly — while also identifying and resolving the underlying cause, rather than simply treating the visible symptoms.

Vesta Sol Compliance Group provides inspection, reporting, building compliance and remedial support to help housing providers manage property hazards effectively.

From damp and mould investigations to building defects, ventilation, fire safety and electrical-related building issues, we provide a practical route from the initial report through to completed remedial works.

What Is Awaab’s Law?

Awaab’s Law was introduced following the death of two-year-old Awaab Ishak, who died following prolonged exposure to mould in his social home.

The legislation strengthens the requirements placed on social housing landlords to respond to serious hazards within specified timescales.

From 27 October 2025, the first phase of Awaab’s Law requires social landlords in England to respond to:

  • Significant damp and mould hazards

  • Emergency hazards

For potential significant hazards, investigations are generally required within 10 working days.

Where a significant hazard is confirmed, landlords must generally provide the tenant with a written summary within 3 working days of the investigation concluding and undertake relevant safety work within 5 working days.

Emergency hazards require a much faster response, with investigation and necessary action to make the property safe required within 24 hours.

Hazard & Property Condition Inspections

A reported problem should lead to a clear understanding of:

What is happening.
Why it is happening.
How serious it is.
What needs to happen next.

Our inspections can review the condition of the property and identify visible defects or areas requiring further specialist investigation.

Depending on the agreed scope, this can include:

  • Damp

  • Mould

  • Condensation

  • Water ingress

  • Leaks

  • Ventilation

  • Heating-related building issues

  • Walls and ceilings

  • Windows and doors

  • Roof and external envelope defects

  • Internal finishes

  • Common areas

  • Fire safety defects

  • Compartmentation issues

  • Electrical-related building defects

  • General property condition

Damp & Mould Investigations

Treat the Cause — Not Just the Mould

Removing visible mould without understanding why it developed may only provide a temporary solution.

Our approach focuses on identifying contributing factors and establishing what remedial action may be required.

We can investigate areas including:

Condensation

Reviewing signs of persistent condensation, moisture accumulation and inadequate ventilation.

Water Ingress

Identifying potential roof, wall, window, plumbing or building-envelope defects allowing water into the property.

Ventilation

Reviewing existing ventilation provision and obvious defects that may contribute to high internal moisture levels.

Leaks

Identifying visible or suspected plumbing and building-service leaks.

Building Fabric

Reviewing walls, ceilings, windows, external elements and other construction defects that may be contributing to damp.

Mould Growth

Recording the location and extent of visible mould and identifying likely contributing conditions.

Where further specialist investigation is required, this can be clearly identified within our recommendations.

Why Vesta Sol Compliance?

Passive fire protection is not simply about filling holes.

It requires an understanding of compartmentation, substrates, services, tested systems, installation limitations, fire resistance and traceability.

Our aim is to provide clients with a complete compliance pathway rather than leaving them with another list of defects.

Survey → Investigation → Specification → Installation → Remediation → Recording

One team. One clear compliance trail.
